While the ITE files refer to iTunes extras files, the ITL files refer to iTunes Library Files. These files are the databases that iTunes use for the organization of the files in its music library. Since they are library files, they contain song lists, song ratings, the user playlists created as well as the comments. Apple iTunes can run on both Windows and MAC operating systems, but the ITL files are saved differently by these operating systems. In Windows, users will find ITL files in \Documents and Settings\username\My Documents\My Music\iTunes\iTunes Library.itl while in MAC; they are usually found in /Users/username/Music/iTunes/iTunes Library. The ITL files saved in MAC do not really include the ITL file extension, but they are still the same because of the "iTunes Music Library.xml" they save in the same directory wherein this file allows the music and playlists to be accessed using other applications like iphoto and iMovie.

Launch a .itl file, or any other file on your PC, by double-clicking it. If your file associations are set up correctly, the application that's meant to open your .itl file will open it. It's possible you may need to download or purchase the correct application. It's also possible that you have the correct application on your PC, but .itl files aren't yet associated with it. In this case, when you try to open a .itl file, you can tell Windows which application is the correct one for that file. From then on, opening a  .itl file will open the correct application. a word of warning

Be careful not to rename the extension on .itl files, or any other files. This will not change the file type. Only special conversion software can change a file from one file type to another.

Windows often associates a default program to each file extension, so that when you double-click the file, the program launches automatically.
