It's possible you may need to download or purchase the correct application. It's also possible that you have the correct application on your PC, but .one files aren't yet associated with it. Microsoft OneNote, formerly called Microsoft Office OneNote, is a computer program to gather information and collaborates to its multi-user. It can collect handwritten or typed users' notes, drawings, screen clippings, and audio commentaries and share them with other users of Microsoft OneNote over the Internet. OneNote is open as an application for Windows, iOS, Android, Windows Phone, and Symbian. Notes can also be edited from a Web browser. A metro version has been out to the Windows Store for beta testing. The file with .one extension is regularly associated with Microsoft OneNote, also utilized by the doc pointer application; a software that displays readme files to users. This .one file is not limited to written documents, but they can also contain images, videos and drawings whether they come from another application or not. Microsoft OneNote 2010 uses an open XML-based file format similar to Office Open XML file formats that is stored along with the attachments (such as pictures, video, etc.) inside a single binary format.

a word of warning

Be careful not to rename the extension on .one files, or any other files. This will not change the file type. Only special conversion software can change a file from one file type to another.
